Technology has had a disruptive effect on 'art' and 'high culture'. Dear Colleagues and Friends from RG, In my opinion, both publications, information and reproductions of works of art made available in open, free and unlimited access on the Internet are an important element in the development of the formula of open access to knowledge and culture resources on the Internet. Open access to scientific knowledge resources is an important factor facilitating the development of science. Open access to information on e.g. technology for the production of specific products and services reduces the asymmetry of information between producers and consumers and improves the efficiency of markets. On the other hand, open access to specific reproductions of various works of art, antique prints, cultural works of key importance for the civilization of cultural works published on the Internet, on the websites of the Libraries, Museums, Galleries, etc. may significantly contribute to promoting civilization achievements of culture and art. In terms of works of art, it is primarily published on the Internet that can be and are published on the pages of Libraries, Museums, Galleries, etc. certain types of works of culture and art, such as reproductions of graphics and painted images, photos of sculptures and architectural objects, etc. Of course, never the whole human knowledge and not all the achievements of culture and art are unlikely to be 100 percent digitized and even more accessible without restrictions via the Internet in open access. At least because part of the knowledge that is accumulated in specific central institutions of the state will always be considered top secret and will not be made public. In addition, a significant part of the works of culture and art have been destroyed in previous centuries during various climate, natural, man-made wars, etc. In addition, usually new technologies that scientists work in laboratories on behalf of their corporations are also not made public until they are used on an industrial scale in the production of specific goods. However, as much of the scientific knowledge as possible should be available in public open access via the Internet. Similarly defined types of works of culture and art, such as reproductions of graphics and painted pictures, photographs of sculptures and architectural objects, etc. should also be promoted in open access on the Internet. This process is fostered by the development of ICT information technologies, Big Data database systems, data collection and processing in the cloud, the development of online libraries in which the collections of digitized scientific publications, other collections of knowledge and specific types of works of culture and art are gradually increased, and thus the development science, culture and civilization can be effective. In this way, faster humanity can solve key problems of civilization development.
