Metallic paint consists of mainlu Aluminium pigments. During film formation they tend to orient parallel to surface for good color matching. They stay contacted and un-contacted. There is no continuity. Concentration of those pigments are low. You may need high concentration. If still not conductive enough and you need a more conductance you may add additional conducting additives to obtain the desired conductance.
