Does metal always be in reduced state when ligand-to-metal charge transfer can happen?

I saw that when the charge transfer complex absorb the light, the electron in ligand can be excited to metal orbital resulting in reduction of metal.

I am wondering if reduced state of metal is remaining for only very short time, or it is always in the reduced state so the changes in valence state can be observed in XPS analysis or other experimental tools.
