Back in the 1970s-80s I helped to develop a general test, The TCS (Test of Communication Skills) designed to be employed with children and which can be used with lipreading, signing, total communication, and reading. I'm not sure who holds copyright at the moment, but I'm sure if you search online you will find it. My profile has some of the papers we published and I have a few more to upload when I've scanned them.

I'm from the Netherlands and a graduating speech therapist. We use a communications test for children that have not yet developed speech or are unable to speak because of deafness or any other syndrome that makes them unable to speak. The link describes the test and it's purposes. I personally used it with a client that had Pitt-Hopkins syndrome and was unable to speak but had communicative intent. What does it test: the communicative development of young children

Age: children with the age (or mental age) of 1;4 - 2;5 years or adults still in the pre- or early verbal stage.

Duration test: 60 minutes (40 minutes testing/observing and 20 minutes of elaborating the test results)

Price test online: 1.99 euro

Suitable for: speech therapists, audio centers and early treatment of severe speech and language problems with Toddlers.

Goal of the test:

There are still too few research tools to determine the communicative development of young children who hardly speak. The Communicative Intention Research (CIO) can be used for diagnostics for these children. With the CIO one observes the preverbal and early verbal development in game situations (in a less demanding research condition) with one of the parents and with the researcher.

What does it measure?

The CIO investigates the quality and level of development of the communicative intention of young children.

It also proven to be a reliable test by a dutch association that tests the reliability and validity of the test.

On the website everything of the test is available. I don't know if they provide a translation, maybe you could search or ask for a translation?
