The Strategic relationship between the US and Israel due mainly to the Israeli very strong lobby cannot be matched to any two countries in the world. The influence that Israel exert on the US especially in the Foreign Policy sphere cannot be matched in anyway to the Russia/Iran relation. Almost the entire US Congress will support and defend Israel (for its own interest of course). Can you say the same thing in regard to the Duma supporting Iran and defending it at all cost?

It is not in strategic level yet, but President Rouhani could change the situation and now they are in the way of building trustworthy relationship. Maybe we will see development of relations between these two countries, but it depends how Iran will implement requirements of the JCPOA.
If I got rightly your question, I would like to xpress that Iran-Russia relations over the years can not be considered as a strategic relations. It can be called Tactical. Both of them want to develop their relations with the West. Because they have found out that without the western technology and support, they can not develop in a proper level. Besides, after the WW II Russia has felt a threat from US and their aliances in Europe. Hence, Russia has developed her relations with Iran to use it as a pressure factor on the West.
