ISI listed publication journals are the best to ensure you get acknowledgment for your research articles. However, you can always refer to the HEC for review.
HEC, as of now, does not accept articles published in Scopus-indexed journals. For all the journals, which are based outside Pakistan, the only criterion is that publications in only those journals will be accepted which are part of the Journal Citation Report (JCR) of the Web of Science (Clarivate Analytics). Thus, HEC also does not recognize journals in the ISI Master List. The journal must be published in the annually-published JCR.
One exception to this strict rule is that publications in the ISI Master List are accepted only when these are written as part of the PhD completion requirement, not for promotions/appointments etc.
Things may change towards the inclusion of Scopus as well, but currently, it is not part of any journal recognition policy of HEC.
