We know that science, information, and technology are changing everyday, and most academics do not have time to keep up with their research as well as with their teaching responsibilities. So, academia (as an industry) often fails to prepare students for the real world, since academics are not always tuned into the latest information. Or some academics profess to have multi/interdisciplinary knowledge, but really only touch the surface on one area, while be dominant in another area. Also, we all know that no one really cares about the PhD dissertation. Few people will read your dissertation/thesis. So, what makes one an expert?

No, experts are not just PhD holders. An expert could be a PhD or a non PhD. It all depends on mastering of an area of study to become a specialist i that field of life endeavour. For example, a good bicycle repairer can grow and mature into an expert. A PhD with hard work can transform into an expert but another with a political PhD devoid og proper grounding can never be an expert. My doctorate supervisor holds on BSc and MSc and he gradually developed under Prof W.O.Uzoaga to become and an expert and professor of finance over the years. He has developed into an expert through handwork.

The first thing to do is to define what does "expert" mean. A person holding a PhD Degree Diploma is automatically considered as an expert in a particular field. This is one of the reasons why it is difficult to complete a PhD Degree program.
There are mainly two ways to become an expert in a particular field. The first one is to work in the particular field during many years and become very good at what you do. The second one is to be concentrated and to do research during many years on a particular field in general and to analyze and propose solutions to a particular problem that you have found in this particular field; this is what PhD Candidates or students do.
To graduate and get a PhD Degree Diploma, one has to write a dissertation/thesis and defend it. But the main objective behind this is to make sure that by the time the PhD candidate graduates, when working, in case of a problem, he/she can easily think out of the box and propose good solutions in general and especially concerning his/her field of expertise.
The research time given to a PhD student is not only for writing the dissertation/thesis but also to research and get as much knowledge as possible concerning his/her domain of expertise and prepare himself/herself for the real world. That is why, it is common nowadays to see PhD students that work and study at the same time.
Up to now there is no tool that exists, that can measure the level of knowledge that a human being has concerning a domain. At the moment only the kinds and numbers of Diplomas that one has and his/her working experience can help someone to determine the person's level of knowledge in a particular domain.
