That's a pretty loaded question. There are way too many determinants for a singular "crisis" intervention to truly make a difference in:
* The over-diagnosis of "Conduct Disorder" (and Oppositional Defiant Disorder) in minority (particularly male, AA youth), as compared to their Caucasian counterparts.
* The systemic bias that the US, in particular, has created around this culture of incarceration in male, minority youth.
* The frequency of inherent decreased advantages (and often, outright disadvantages) of this youth population from infancy.
