I agree with Lukasz. Depending on what aspect of concrete you are analyzing and the scale of interest, it can be considered as heterogeneous or homogeneous. Usually at macro scale, it would be considered as homogeneous. I would recommend reading Lukasz's paper since it contains very useful discussion regarding your question.
Concrete has to be analyzed as heterogenous. But, it depends on the scale of the analysis. If the analysis will be done in macro-scale you can assume that concrete is homogenous. I made similar analysis about the surface of the concrete:
