By nucleolus I mean a term from cooparative game theory - an allocation rules. When we compute nucleolus of a game, we lexicographically maximize the minimal gain,
the dierence between the stand alone cost of a subset and the total cost allocated to that
subset, over all the subsets of the collaboration.

Look for Python Game Theory library, such as Sage, Gambit and Axelrod.
For computing the (pre-)nucleolus, I recommend to use my Matlab toolbox MatTuGames that can be found here

I tested these functions up to 22 players. For more players one should compute the pre-kernel first, this function is tested up to 35 players. Then, one can also verify if Kohlberg's property II is satisfied. For more information, see the manual that ships with the toolbox. This package is certainly useful up to 16 players, for more players you should connect the Matlab toolbox via MATLINK. You need to download the archive file tugames-v2.3.7z for Mathematica 8 or higher. Hope this might be useful for your work.
