For measures of social capital in general, there are a number of scales you can use like Chen et al. (2013) and Grootaert et. al (2004).

For measures of entrepreneurship, see Ahmad and Hoffman (2008).

Links to these three articles are included below. What I think you mean though is a social capital scale specific to entrepreneurship--perhaps social entrepreneurship? I have not come across any so far, but the others may be able to provide input.

Pay attention to the perspective: it was framed in terms of civic comunity searched by Robert Putnam in Italy.

1) tolerant of ambiguous situations, 2) prefer autonomy (autonomy may be described as self-reliance, dominance, and independence), 3) resist conformity, 4) be interpersonally aloof yet socially adroit, 5) enjoy risk-taking, 6) adapt readily to change, and 7) have a low need for support. (sexton et al, 1986)
