I am looking for a way to plot my dose measurement results. I would like a software that allows the areas of highest dose measurement to appear red and as the dose falls off around that area, the colour appears lighter color red. it would be great if a key was there as well to show jut how the dose and color are related.
Without any doubt the best program for plotting is Matlab. You haven't mentioned what kind of plot are you interested in (bars, histograms, scatter etc.). Anyway, there are many ways to represent a colored scaled plot. For example you may use the following functions 1) colorbar, 2) colormap, 3) surf etc.
Sure try any recent MATLAB versions or most preferably R2014b though you can . You can use some of the Plotting features there. You can edit your figure using your figure/axis properties then for clear understanding of the plot use colormap, colorbar or legend. PS: to have exactly what you want (that's if i actually understood u), you might need to do a bit coding in MATLAB using your M-file.

Alternatively, you could use GNUPlot to achieve your aim, giving the fact that you want the distinction between the doses to reflect as well. You could also have it in 3D or 2D.
You can estimate dose distribution that delivered by ionisung radiation using simulation (for example monte carlo simulation using MCNP, GATE, Geant4 codes)
You can use a simpler software 'Origin' and try plotting contour/heat plot.
that is depending on the dosimeter that you used, if you used film, then i think the Imagej program with a scanner you can find your aim.
Take a look at QtiPlot. It can make a great variety of scientific plots with publication quality, and also allows to use some data analysis tools. Really inexpensive compared to other options, and free if you decide to compile it yourself.
