I have a aerial photo which is slightly oblique. I would like to use a free program capable to rectify images; this should be a preliminary step toward georeferencing the picture.
Many months ago, I found a small but effective program that used to do the trick, but I lost it and I cannot locate it anymore.
Can anyone suggest any free tool, preferably with a Graphical User Interface and stand-alone?

A bit more information on your task would help. Are you trying to rectify the aerial photo relative to some base map/image or some other criteria?
If it is just small corrections to perspective, then as someone has already mentioned, you can use GIMP. Specifically, the perspective, shear and cage transform tools would be useful. I would not recommend Inkscape as it works best for vector graphics.
If you are rectifying relative to a base layer, then georeferencing tools in any GIS software like QGIS can be very versatile. You will just have to work with pixel coordinates, rather than geographic coordinates. Again more details about your problem would help find the best solution.

Another open source toolkit Orfeo-toolbox (OTB) has some options for orthorectification of satellite images and aerial photos. If you QGIS, then OTB comes pre-installed with it. Neverthless, you can also use it as a stand-alone app. Please refer to the following links:

Jibran has mentioned many nice tools, but if all you are looking to do is unwarp (or rotate) an aerial, probably you could accomplish this in any graphics program (GIMP is my preferred one). If you want something with a bit more precision, then Hugin can do this kind of thing very well. If you have any GCP's to measure from, however, then you should just do a real georectification in a GIS.

A quite good solution is to use a Georeferencer Tool in Quantum GIS. You can use it easily to rectify aerial photos, photos taken from the low altitude or old maps. The only matter is to prepare a proper grid as a base for the documents You want to recify. In the past I worked in CAD environment and I used WiseImage and RasterDesign to rectife photos but lately I have been reaching for QGIS more often, because the results of photos rectification in these two types of software are almost in the same quality.
