The UNESCO has a database on international education and the Worldbank has a lot of data on serveral issues concerning development (e.g. the number of streets, telephones, internet access, etc. Per country in timelines)...
And another remark: social policy is not harmonized in the European Union. This part of policy is still in the responsibility of the 28 Member states...
Therefore you should look into national data and global databases that are including data from all EU member states....
