If I understand correctly, you have some scenarios in which you have/want to assess the effect of each variable (factor) and its respond in future. 

For that there is some software in which you can program (give codes) and see future effect of spatial distribution (on map). By one word, "mapping future". You can see and download software like Dinamica EGO, (http://csr.ufmg.br/dinamica/) or the CLUE model ( http://www.ivm.vu.nl/en/Organisation/departments/spatial-analysis-decision-support/Clue/) or others!

I am not sure if I understood you properly, but maybe the portal created in Poland to monitor different strategies and programmes is what are you looking for (http://strateg.stat.gov.pl/ ). An evaluation is far more complex (and complicated). As you can see from the earlier responses , "spatial planning" needs specification. What is to be monitored by what authority? Land Use Zoning, policy or program)?

Most countries (e.g. Germany, Botswana) have a statutory, nested hierarchy of Land Use Zoning (LUZ; aka Land Use Planning or Town/Urban and Country Planning) in place from local/municipal to regional and sometimes national/state administrations. LUZ implies that the entire jurisdiction is covered by zones each allowing and/or prohibiting (specific categories of land uses. Only the municipal LUZ is parcel-specific and legally binding for natural/legal persons. Municipal LUZ have to be approved by the regional administration/council against the regional LUZ. and are renewed every 5 years in the countries I have worked. Often a portion of a local/regional LUZ jurisdiction is in effect a spatial public capital investment project or program, never the entire jurisdiction . 

Often one or more sectoral strategic policies or programs, mostly national, precede the local/regional/national LUZ. Policies and programs are rarely spatially specific and certainly not parcel-specific.

The UK had introduced a whole set of measures to monitor progress of the Local Development Framework implementation at Local Authority level. You can find the practice guide via any search engine: ODPM 2005 Local Development Framework Monitoring: A Good Practice Guide. It's specifically bound to the UK context and data availability, but may be of use for your purpose.
