currently i have been working on the estimation of health personnel needs for PHC, the staff working has been divided into 5 main categories: MD, Nurses, Midwives, health workers, and non-health personnel, what is the best method to estimate the number of each categories for health centers for the coming years
There is extensive literature on this topic, available by the search term "health manpower planning" and some managerial experience in virtually every health care system I know of - go to the NHS sites, to those of the Kassen(zahn)ärztliche Vereinigungen on the regional level or to those for hospital planning.
Survey information on staffing, revenue, and expenses for U.S. medical practices is available from the national trade organizations especially the Medical Group Management Association. Staffing varies by setting and ownership, so it is important to examine the source of data and interpret the information in its context.
You can look at the WHO tool "WISN" to estimate the needs for HRH (human resources for health), yet the tool appears suitable for direct clinical positions rather than admin or management positions.

The "human resource audit" may be a good way to estimate needs for HRH. The audit will provide the current staffing per cadre. Keep noting the gaps. Then it is possible to estimate from an informed point of view. Keep in mind that staff retire, die, resign, move on.
