The survey is supposed to be made in field with air temperature below 0 deg. C and water containing frazil crystals. I think the only instrument to measure viscosity in such condition will be the Marsh funnel, but it seems to be not very accurate. Other viscometers range is not right for measuring properties of water. Could anyone suggest solution to that problem?

do you want the viscosity of the two phase solution - crystals + water? Otherwise you can filter your solution and use a CVi Flow Through Viscometer with the lowest range of 0.2 to 2 mPa · s or 0.25 to 5 mPa · s. I have such viscometer and maybe Gdansk is not so far from Dresden we (you and me or my colleagues) can make the measurements together.
If you want to measure the frazil slush I can ask my colleagues from another department to help you. I'm thinking they have extensive experience with this topic.
