Usually resettlement is practiced when people are displaced by disaster or development activity. We can save lives and resources if the people residing in highly disaster-prone areas (like steep slopes, floodplains, fault lines, etc.) are resettled to safer areas before disaster events. I am interested to study about the improvement of livelihood of those resettled people.

Although a logical solution it seems very rare for it happen in practice (political sensitivity, cost, lack of perceived risk etc I assume) and resettlement is usually after an event.
(I was told of two cases (china 30000 people? and taiwan from memory) where it has happened but I am away at the moment, if noone else comes up with examples I will message you late next week when I am back home)
The World Bank has/had guidelines to be applied to cases where development projects -- dam building, urban development, energy projects, etc. -- involve the involuntary resettlement of local populations. Reviews of such experiences have been fairly well documented by the Bank, although I do not know how accessible they are. I managed one such review--which covered all the projects in southern Africa with involuntary components, and i can post that for you if you think it might be useful.

Dear Bill , You are right that there have been many studies about involuntary resettlement specially for development displaced people. My concern was more on resettlement for the people living on risky areas. With help of Dr. Morley i was able to access 1 guidebook publised by the WB regarding preventive resettlement. Dear jacob, I agree with you about the case of Odisha. I dont know that evacuation process in detail but i think those were temporary resettlement. My quest is on permanent resettlement specially for people living in highly risky areas.

One of my U.S. colleagues is pretty knowledgeable about the post-disaster part...she probably knows a thing or two about the pre-planning as well. Her name is Sarah Kirby, from NC State University. Her work is largely confined to the U.S. however.
