You could also look into the Center for Policing Equity (http://cpe.psych.ucla.edu/) led by Phil Goff at UCLA (among many others). They have done a lot of work along these lines.
You may want to examine the research on police procedural justice and police legitimacy. These constructs examine the issue of police relationships with citizens. There is a wealth of research examining residents views of the police that focus primarily on demographics.
