"The start time is not valid for the gage time interval. Do you want a new suggested start time?"
I always get this message. even using different computers. Even if you let HEC-HMS suggests you a new start time, it won't accept it.
I tried creating a Control Specifications and then call it when creating the Time Window, and also tried to add the time manually. It didn't work in any of the situations.
If anyone can help, it would be really appreciated.

Hi, thanks for your suggestion. So, I followed the steps in the manual, and added the time according to its specifications, but still the same message appears. I even tried creating a new project, but still nothing.

Did you check whether all precipitation gauges have the same initial time?

Miyuru Bandara Gunathilake, so I at the time, I only had one Precipitation Gauge, so I don't think that was the problem. But for some reason, I tried on a new computer and it worked now. Unfortunately I've got no idea of why.
