Terrestrial laser scanning (TLS) is my field of research. So the answer is that I am one of those who works with this technique. :) I have written a PhD thesis about TLS, which is available at:

In response to the TLS question, there are many people working on TLS. Like Yuriy they will most likely have a connection to a university department of geodesy or similar. I downloaded Yuriy's PhD and it's got a very extensive reference list naming active researchers such as Derek Lichti, Thomas Kersten, Gerry Cheok and Jan Boehm. I have a close connection with the geospatial experts at University College London and can easily find contacts if need be, but if Yuriy can help he obviously knows his way around.
In case it's interesting I attach a presentation on reverse engineering a car body using a Faro Focus scanner. It was presented at the Large Volume Metrology Conference which this year is changing its name to the European Portable Metrology Conference (www.epmc.events). You might want to consider presenting.
