There are two kinds of devices: devices that not allow to use the vehicle and devices that helps to recover the stolen vehicle.
Devices that not allow to use the vehicle are tools that block engine, steering wheel or brakes, physically or with electronic components.
Devices that helps to recover vehicles are based in gps technologies and are hidden in different parts of the chassis. Some of them allows to turn off the engine with remote access.
In my job as a police officer, unfortunately have to say that thefts can avoid all these methods (you can see Interpol database of stolen vehicles to check it) but it depends of the criminal organization. "Basic" thefts can't deal with electronic devices and "specialized" thefts usually have conections with employees in garages that apport to them information.
