You have an impressive CV. The best way to find a PhD position is to write a captivating email to the professors of your choice (which you have shortlisted). Attach with this email should be you transcripts and MSc thesis.

I have tried this way, but anyone has not offered me a fully funded position. Due to financial situation in Iran, I cannot be self-funded at all.
If you have already subscribed to Powerglobe then do look for an PhD openings. I hope that you will find a professor who can fund your PhD.
I am in powerglobe and applied for related positions. But I have not gotten an offer. I just know that I have to keep going.
I agree with Syed Ahmed Raza , the best way will be to shortlist the institutions you want to apply and try to write as original letter as possible to the professors working in them. My tip is do not try to simply copy and paste letters to all of them, most of these professors are friends and it may not be well received.

Impressive CV. I suggest you to keep applying for positions on the sites shared by other researchers. It may take some time. Do try scholarships in Italy which are available in these days.
If you value your time and want to save a year or two then try chinese universities like Tsinghua and Peking. These are world famous universities and catching up in the global market with pace. and with your profile you will get an acceptance easily.
If you want Canada then be prepared with GRE along with IELTS.

Correction Shah Fahad , there is no need for GRE in Canadian universities.
No one here in Canada will ask you for GRE that is for sure unless specifically requested by the professor, which is highly unlikely. One only needs IELTS.
