Rayleigh scattering always dominates over Raman scattering. For that reason, commercial Raman spectrometers come with a notch filter which cuts out the Rayleigh line in order to prevent a detector oversaturation.

If you see a strong Rayleigh line, check if the notch filter in your spectrometer is OK.
