My FTIR spectra suggests me that hydrogen bonding exists between the two, but I am not sure. Some literature too suggest the same, but I am not getting the reason why hydrogen bond formation takes place.
Can Ammonium ion form an ionic bond with the carboxylic group?
You mentioned two kinds of bonds:
-Ionic Bond: this exists for sure between Ammonium and CarboxylATE, no question.
-Hydrogen bond: of course that is possible. Since ammonium and carboxylate are expected to be close due to the aforementioned ionic interaction, there may be a Grotthus-like proton exchange between both of them. Of course, in contrary to pure water, the proton will be rather localized at ammonium so it would be a weak bridge.
Btw, I don't want to snoop your data, but how precisely does the FTIR indicate the bond?

If the carboxylic group is present as carboxylate ion then there is a strong possibility of H-bond assisted electrostatic interaction between the carboxylate and the ammonium ion. However, if carboxylic acid group is present then you can study their interaction with the help of computational chemistry softwares.
