Does a small amount of sugar at the beginning of OOMW production mean they have been consumed before?

Sugars are present from the very beginning of OOMW production (usually 2%--8%). Simple sugars are readily consumed by microorganisms. Does this mean that since we have only a little amount of sugar it assumes that they have been consumed before? Or what does it mean?

It all depends on what you want to interpret: it may mean that these are consumed; to keep the cells at a particular growth stage etc.
