Underground water is used without planning. Leave about agriculture, western style flush toilet etc., even during the whole process of preparation - 150 to 300 liter of water is lost for each 500 ml bottle of cold drinks! Drinking water is becoming one good source of business even in water – rich countries.

Groundwater is just nothing but a huge blessings specially for the developing countries. Wastage and quality deterioration is utmost threat to the resource. It's difficult to say something about the behind the scene matter. It may be or not intentional. But it's urgent to conserve it. we are the responsible to do so.
Wastage of underground water - it is rather a lack of human knowledge, lack of financial resources for proper production technologies.
Rather, .... I would not talk about intentional action.

Well, I didn´t think about that, but seems to me that it´s something that bad people could really do, UNFORTUNATELY!
We would tend to blame capitalism, but I think that it´s not exactly the capitalism, but the lack of moral and honesty. Just that! It would happen in any system if people didn´t begin to behave better!
I do not think so, especially in countries where water is available. The countries that have rivers and spring water do not think about using groundwater for human, industrial or agricultural uses.

As per available literatures, many countries staying near sea are suffering from salt water intrusion in underground water!

Water is the lifeline. Groundwater is one of the kinds of the natural component of the hydrological cycle. Almost two-thirds of the world's population lives within 400 km of the ocean shoreline. The modern coastal towns are facing water (groundwater) problems engendered by some synthetic ways such as
a) inclusion of unplanned industrial waste into running water channels,
b) contamination of industrial effluents,
c) leaching effects of dissolved particles, discharge of heavy metals,
d) oil spills at sea-ports,
e) pollution of organic matters, and
also a real challenge in terms of saltwater intrusion which causes the fresh groundwater shortage.
In these scenarios, the geophysical methods like Time-domain electromagnetic survey, electrical resistivity soundings, and seismic refraction methods have the ability to define the locus of saline/ freshwater interface. Such integrated studies have been used successfully in the past in various parts of the world like Oman, Japan, Turkey, Europe, etc.
I don't understand why some scholars label underground water as waste water. This source of water is an important resource that is now efficiently channelled using science and technology for the development of countries in diverse fields. Nothing should go waste, especially, water. Countries must support researches and projects that cleverly conserve and utilize these important sources of water while exploring areas that their use could be enhanced. Nature is a blessing and nothing should be labelled as 'waste'...if we have not fully explored their potentials, a classic example being waste water.
In developed countries, Coca Cola uses 2.7 liters of water per liter of Coca Cola, but to this waste of water it must be added that the water needed to obtain the sugar used in one liter of Coca Cola varies between 175-200 liters, as JasonClay says of WWF Is there a greater waste of water?
The water footprint in that case is also added with the water wasted during preparation of plastic bottles used as the container.

No, I think that it is negligence towards better use of resources on the Earth. Governments purposefully shows developmental works in Eco-sensitive zones to appease voters.
As non-voiced rivers, jungles, mountains, animals and plants do not vote to win an election. Governments are engaged in short-term goals, and neglects sustainable growth of a society.
