I think what could differentiate a quantum black hole from a cosmological black hole is the Schwarzschild mass. Indeed there must exist two fundamental equations one for the mass of a cosmological black hole and one for the mass of a quantum black hole. In addition there must also exist a fundamental link between the two equations of the different masses if people can perform these equations one can calculate for example the proton and the neutron radii!
