It is hard to believe that the decision makers can trust any research result. Maybe post-doc researches framed by highly recommended research institutions could provide a credibility and a truthfulness of their findings.

Your research might get the attention of the policymakers, the decisionmakers act upon what their advisors/policymakers suggest to them. So, decisionmakers can use the findings through their advisors or policymakers. It depends on the scope, relevancy, reliability, and validity of your research findings.

It all depends on how open the decision makers are with respect to listening to scientists and following sound science. We have many examples of world leaders who are climate change deniers. This being the case no amount of scientific research work is going to help in changing the minds of some vital decision makers

Of course not, but when the researchers repeat their points over and over again, and the public understands them, the decision-makers will listen, even if they don’t understand it properly.
