The potential number of citations should not be your motivation in writing a paper. The most important parameter to keep in mind should be your interest (and maybe your expertise) in the field and the usefulness of the research for the science and the society in general.
So, ask yourself these few questions: 1° Is this research topic needed (timely) for the society or the science? 2° will your paper bring a new knowledge? and 3° what will that knowledge be useful for?
Answers to these questions will let you know if you have good reasons to write your paper. And if this paper is well writen, independantly from its type (survey paper or not) you will have pretty good chances to be cited. But you will have all wrong if being cited is you major motivation.
Thank you for your comments. Citation count is not my main motivation in writing a survey paper. And survey paper can be written in the area of interest and I am taking about writing in area of interest.
Yes writing survey paper can increase your citation as will as can increase your knowledge. In research community writing or reading survey to increase knowledge and understand more in depth that topic.
