I am looking for a research papers which carried out by survey with low rate of response among experts. Actually, I want to justify low rate of response among expert is acceptable for the research.
I have a publication in SCM that has an 11% response rate from a survey of SCM managers.

Hi, I do not think you need papers specifically in the risk management field. Usually for surveys sent via email the expected response rate is below 5% and I am sure you can find papers in supply chain management with such low response rates. However, I suggest to address your low response rate not only with a reference, but you should run non-respondent bias tests. Moreover, it is suggested to directly contact (e.g., via telephone) a small sample of non respondents to check why they did not respond and to make sure that there are no specific biases. In other words, each survey is different and you should convince the reviewers with several evidences that your sample is reliable enough.
