I agree that utilizing the Universal Design for Learning framework is ideal! The CAST Guidelines are a great place to start. There are also several articles, guides, tools, etc., on their sister sites: AEM, CISL, and CITES!

I believe that the best framework that can be used to plan and design higher education programs and materials is ADDIE model, which includes five stages: Analysis, Design, Development, Implementation, and Evaluation; Because it is a general model that is suitable for many higher education programs.
