I would like a code for calculating the distribution of point charges on a plane starting from a single one and adding more and more charges. I know this a basic electrostatic problem but I wonder if somebody has ever realized a code that calculates the positions of charges while adding them one by one, for example.

I think to calculate any charge distribution we need to know more. Is the plane electrically conducting? Is there an external field or, if not, do we know the total charge or the charge density on the plane? Does the plane extend to infinity or, if not, what is its shape?
Additionally, in a thought experiment conducted at the absolute temperature zero one might calculate the positions of resting point charges but in reality (even without taking into account quantum mechanics) though the topic is called "electrostatics" the point charges move quite fast due to their thermal energy.
I am not sure what you are getting at, but I did something similar to rotor blades.
Hereby I used the CSM (Charge Simulation Method) to get a charge density distribution on none conductive material. Hereby you can seed the charges e.g. by random (I used some algorithm). You need to have boundary conditions for the electro static field or the potential. Then you can solve a linear equation system and conclude on all charges. From this you can deduce point like charges. Such an algorithm can easily be described in MATLAB or other tools.
