My published working paper explains how Evaluative Proportional Representation (EPR) enables each citizen to guarantee their vote proportionally adds to the weighted vote in parliament of a winner who receives either their highest grade, their remaining highest grade, or their proxy vote.

In the election, citizens are invited to grade the suitability for office of any number of candidates as either Excellent (ideal), Very Good, Good, Acceptable, Poor, or 'Rejct'. Unlike each existing voting method, EPR wastes no citizen's vote needlessly.
