Notable recent updates will appear in the Particle Data Group's Review of Particle Physics, accessible here: http://pdg.lbl.gov. Photon structure functions are reviewed in what is currently Chapter 19, which hasn't been updated since 2013. It's likely that this section will get refreshed on the timescale of 2016.
