Regulations will always hamper research. The best example is in the medical domain where strong constraints lead to very few quality datasets. The other way to look at it is how regulations can also mandate the birth of new research such as building AI models with lesser carbon footprints.

Firstly it is using Big Data concerning sensitive information and knowledge (personal data. government etc.). Secondly, it is the direction of using this result without debris of infrastructure, impact on human health etc.
