Researchers in under developed and developing countries face tremendous hardship to get research grants for location specific and innovative research. If he manages the grants, publication in reputed journals is another big challenge mostly due to heavy processing fees and printing charges, which very often come in Euro or Dollar. It restricts the opportunities of several quality researches never get highlighted. Is there any solution to the problem?
Most high quality journals do not charge publication fees - To me it seems there is a very small fractions of quality journals that are fee based, while the bottom is full of useless open access journals that are not indexed and do not provide a real peer-review. No researcher has any benefit from publishing here. These journals and publishers are labeled "predatory" because they kill academic carriers for a tiny profil. The researcher who publish is the victim.
The less poor mostly do not pay publication fees - In the developed world fee based open access is only used for a small fractions of publications. Most open access is done by green open access publication of publications in subscription based journals. Another large portion of open access is without fees because it is based on free open access society journals or vouchers issued by the publisher to universities that subscribe to their journals. There is also some publications that are paid for according to the funding requirement. In the cases there open access is required by a foundation or research council the fee is provided as an additional post in the grant.
In conclusion - I recommend that researcher on low budgets focus their funds on research costs and either publish free open access or in subscription based journals.

Prof. Susaj, I don't understand why there is a need for researchers in less developed countries to publish in paid open access journals. Who or what is forcing you not to use tradtional free-to-publish journals?
Pure open access journals are rarely highly ranked and I doubt there is any field that doesn't have traditional subscription based journals among the respected journals.
Most of the trusted, quality and indexed journals are free of charge - I totally agree with Dr. Henrik and Dr. Emad. The esteemed publishing houses like Elsevier, Springer, Wiley, Taylor and Francis, Emerald etc. do not take any publication fees (except for free open access) - This is also mentioned by Dr. Paul. There are also many reputed society journals who publish free of charge. Regards

I think we should see our pocket. If we can't find a source for supply the charge of journals, it is better to select free journals.
However, As Prof. Andersen has mentioned we don't forget "green open access ", for citation, because "Archiving policy".

Of course it is unfair, however it can also be avoided, The whole system of publishing and exclusive copy rights to publishers is unfair to researchers, particularly those with modest to almost none existing research budgets.
