Beer - Lambert law is for any absorption media, but instruments which is used for the measurements might provide complex response and the validity of the law would not be obvious. For solids I would expect a problem with a reflection from surface which might be difficult to take into account.
The Beer Lambert "law" is an empirical relation meant for low concentration liquids; so the answer is no. For some useful tips, look at the text Solar Energy Thermal Processes (Chapter 6) by Duffie and Beckman. They look at this problem in terms of designing covers over solar absorbing plates.
