this is a very interesting and challenging question.

Of course diversification is a mean for adapting to climate change, and a government intervention is desirable, mostly when small farmers are involved. Indeed, they not always have the means and the knoledge necessary to evaluate the better adaptation strategy. In some cases also migration is seen as an extreme means of adaptation and also in this case a Government intervention should be central to help coordinating migration fluxes with destination countries.

Of course climate change is just one of the multiple drivers of human mobility and thus, the decision to migrate depends on different factors, but environmental ones, can exacerbate the other drivers.

One main issue is related to the legal protection of climate migrants, that has not an internationally recognized framework.

Actually, small resource- poor farmers should diversify their livelihoods and both governmental and public sectors should be involved through the participatory approach.
