Greetings, super interesting question here! However I'm a bit confused by what it is: is it whether scientists DO in fact have such limits (i guess it's an easy answer, no these limits only exist in their mind and their conscience, as well as their ability to get away with ensuring funding), or whether they SHOULD have such limits, something which, as you (in my opinion) rightly point out is an ethical, social and political question.

I'd love to discuss both of these questions with you, however I would appreciate it you could help me a bit by eliminating the ambiguity.

Many thanks for your very interesting response. I feel a bit worried about it though, as to what you mean by the term 'science' above, do you mean science as an institution or science as free inquiry? Because if it's the latter, you'll probably find that there are indeed limitations, for example such ethical considerations (think cloning or experimenting with human subjects), also I think in general some topics wouldn't attract funding hence no search for answers would be made because of that.
