Yes, a few of my colleagues have been victims of such crimes. I have heard that there are websites which even publish the papers and send a copy to the authors after having received the required fees. I mean, everything may seem OK. So, I think we need to get the exact web address of the journals we want to submit to from other volumes of the journals, asking for more information from colleagues or classmates, and also checking the lists of valid journals by the ministry of education.
There are quite a few journals out there, ranging from outright frauds to journals that are seemingly legit but will publish almost anything as long as the publication fee is paid.
Scholarly Open Access, a blog run by Jeffrey Beal, an academic librabrian (http://scholarlyoa.com/) has a comprehensive list of journals to avoid in several disciplines. It is a good starting point, in case of doubt.

No, because a students have curiosity to get their paper publish in a journal. The top journal didn't accept paper so easily , there is so many rigorous steps which required 1 years to 6 months which so long. Only solution for this is that, quick response should be given to the students regarding their paper so that they work on it as per the comments given by the reviewers of the journals.
