Perhaps my question is a bit humorous, but the problem is quite serious. I have read many papers containing in the title "Smart City" and have not found - as a scientist - a coherent and unified understanding of this concept, a unified methodology for solving problems in this area and a uniform set of measures and procedures.
Once one of my older colleagues from the technical science was pointing the keyword "Internet of things" as useless, meaningless and shortly: strange. Now we can see that the initial (original) meaning and idea of this branch of science changes it becomes visible that it meets some real applications. It may be similar with the "Smart city".
P.S. Or maybe "Smart City" is just a city that has smart citizens? ;-)
One element of the smart city concept is incorporating social value measurement in a smart procurement platform. Using areas such as Big Data analytics and SROI analysis to promote a fair and transparent commissioning of public service contracts with criteria to include areas of sustainability and citizen/community well being. In the UK, the Social Value Act is a good foundation to focus local authorities in this direction. I agree there is a lack of uniformity with each city defining its own set of objectives to meet the status of "Smart City". A smart procurement platform requiring social value KPI could act as the baseline methodology for a city achieving "Smart" status.
Smart city, theoretically uses information and communication technologies to improve the quality and efficiency of urban services to improve contacts between citizens and the government. I think ... that "Smart City" is something like Nessie of Loch Ness.
