I found an article where the authors gathered data from previous publications and used it for developing a statistical model. My question is do I have to get a permission from the authors or the publisher to do a similar thing if I'm going to provide detailed citation of all data I'll be using?

You don't need to ask for a permission if you only take the data and/or methodology but do not reproduce figures or tables directly.

There is not one answer. As in the case of articles, in the case of datasets it depends on the license on which they were made available.
