Do HER performance of device decreases with increase in device area?

I am using both glassy carbon and ITO substrate for electrocatalytic HER measurement. I am finding a measurable difference in device performance GC (0.07cm2) is higher than ITO (0.5 cm2). I wish to the reason?

What is the sheet resistance of the ITO? Impedance spectroscopy should give you and idea of the cell series resistance which will include electrode resistance. I recommend checking https://pubs.acs.org/doi/abs/10.1021/acsami.5b03882 it describes performance drop in supercaps but may explain your problem also.
