I'd like to calculate annual LULC change using Landsat images. as we know, TM/ETM/OLI does not have equal distance between spectral bands and the reflectance graphs should be properly scaled. can you give me please any suggest about fixing this question?
For calculating annual LULC change, I would recommend you to make a supervised LULC classification (pixel- or object-based) because it has following advantages in comparison to vegetation indices (e.g. NDVI):
- It is more accurate (NDVI tresholds are not very reliable)
- It gives you more information (you can classify a scene into more classes than using vegetation indices, which are reserved mainly for detecting vegetation)
- It depends less on spectral differences of particular sensors from the Landsat mission (TM/ETM/OLI)
Otherwise, if you want to use vegetation indices, you should consider calibration of spectral values explained in this paper:

"The effect of the different response functions on NDVI values can be assessed by calculating average reflectance factors for each band and each sensor. This is accomplished by integrating the product of the response function and the spectral values over the wavelengths for which the response functions were non-zero, and dividing by the integral of the response function over the same wavelength interval."

for classification there is problem with validation of results, because i don't have auxiliary data for validation of all time series.
