Tholeiite has very less or no olivine content but more calcic plagioclase i.e. Anorthite.

The rock devoid of olivine and having cpx and plg itself is a tholeiitic basalt.

Even the deccan traps are also formed of the Tholeiitic basalt.

The question is not correct.Basalt contains cpx+plg. Chemically,basalt can be classified into: tholeiitic(saturated to oversaturated and contains cpx+plg with Qz normative),transtional(contains cpx+plg with hy norm) and alkalic(undersaturated contains ol+cpx+plg with ol and ne normative).

You have very good comments from Jorge Costa-de-Moura. Only minor addition here.

1. Tholeiitic basalt can have olivine both as phenocrysts and groungmass.

2. Petrographically, if a rock essentially comprises calcic-plagioclase and clinopyroxen and content of the mafic mineral(s) is more than 40 volume percent, I would call it basalt or gabbro, depending on the grain size. If It is made up of intermediate plagioclase and clinopyroxene and also has mafic index

Most of the above answers are outside the question. The question is concerened on basalt and tholeiite. Tholeiite is a magma type from basalt which is a rock type. Basalt chemically can be classified into tholiite,transitional and alkali. we are defined within the range of rock (basalt) from 48-52% SiO2 .

Moreover,olivine tholeiite is a normative clssification according to Yoder&Tialy(1962).The olivine tholeiite is a transtional basalt with alkaline affinity. Olivine tholeiite contains Hy+Ol in the calculated norm.
