Yes, that's right. Organic and systemic links between development, democracy and governance are very important for the smooth functioning of public institutions and the country as a whole. The efficiency of the information flow within these connections depends on the issue of the said efficiency. Modern information technologies, ICT and Industry 4.0 are used to improve cooperation, information flow between public institutions, business entities, citizens, etc. New internet media and internet videoconferencing platforms are used to improve remote information flow, cooperation and coordination of activities. Thanks to these Internet technological solutions, it was possible to develop cooperation between various institutions and entities also remotely, i.e. via the Internet. The importance of this issue increased significantly during the SARS-CoV-2 (Covid-19) coronavirus pandemic.

The evidence available at the time it was written does not suggest that there are any strong linkages. In any case Libya is not a good test case because of its tragic civil war.

There is organic link between these three. It all depends on the nature of democracy, the value system in the society and the resilience of institutions. Many of the non-economic dimensions of development like empowerment, participation, capability expansion, environment protection, reduction in inequality are best realised in a democratic dispensation where democracy is practised at the level of every institution with strong commitment to ethics and transparency.

Democracies have historically developed as the political veneer of commercial societies. When the people have made themselves more-or-less equals in the marketplace, they become politically equal in the public square.

The black man's dollar spends like the white man's. The woman's dollar spends the same as the man's.

Democracy merely mimics the market in that the candidates put themselves up for auction and we cast votes in the way we spend dollars. The one who receives the most is purchased, as it were, and attains office.

As the scientific revolution morphed into the industrial revolution, the "democratic" revolution soon followed in the nations that produced and traded between themselves.

It is more than a coincidence that democracies always sprang up in port cities and island nations such as Athens, the Italian Maritime Republics, Great Britain, etc.
