I want to design a control system which can control the fan on all four sides, by this i mean a single fan can be lifted [upwards downwards left and right] ,is this possible ?
The idea i want to use it in the agriculture system for pesticides control.
It's called the Control of a Gimballed Fan. If the motion of the fan can be mathematically described, then you can design a control system for it. You can borrow the idea from the Dual-axis Solar Tracker.

Yes it might be possible. We have a spectrum of solutions from simple to complicated mechanisms. As simplest, please refer to the mechanism rotates the side mirrors of the automobile. That mechanism includes two electric motors with belts. A more complicated example is swash plate. In all mechanisms you would be faced with jerk oscillations.
In terms of control system, will it be possible to automatically control the motor of the rotor? As i want the rotor to change its direction on all four sides according to the priority of the spraying liquid.?
