Withdrawals: The removal of greenhouse gases from the atmosphere, such as planting trees that absorb carbon dioxide or using "underground capture and storage" technologies means that whenever we remove greenhouse gases from the atmosphere, it is a withdrawal of money from the account.
The goal of a net-zero economy is to balance these deposits and withdrawals. That is Achieving a zero balance in this account.
We want to minimize "deposits" as much as possible by reducing GHG emissions.
We also want to maximize "withdrawals" as much as possible by removing more greenhouse gases from the atmosphere.
In other words:
Zero net emissions is when the amount of greenhouse gases we emit is equal to the amount of greenhouse gases we remove.
It doesn't mean that we completely stop emitting any emissions.
but rather that we remove what we emit through different technologies.
