Please specify the application. Dental adhesive, wood adhesive, textile, construction, etc either thermoplastic, thermoset, elastomer, natural etc
Polyurethane, for example, has wide application in textile and packaging. PU has diverse viscosity range and normally good water resistant.
Please refer to Handbook of Adhesives edited by Irving Skeist, and I believe you find many options
